About VeraTru

VeraTru builds the operating layer behind the federal No Surprises Act Independent Dispute Resolution (IDR) process. Certified IDR entities use our platform for case management, fee collection, disbursement and reconciliation,  and we are expanding into state dispute programs and other federal health contracts. More than a million disputes are filed every year, and every certified entity has had to retool its operations under the 2026 federal IDR rule. Our edge is the financial layer. Every dispute carries at least four regulated fee transactions (CMS and entity fees, collected, remitted and refunded to the prevailing party), and our servicing team helps entities keep more cases out of default.

The role

You will own how VeraTru wins. You will continuously find contracts we can win and take each one from qualification to signature: the win strategy, the proposal or MSA package, the pricing inputs, and the hand-off to contracts. Our buyers are certified IDR entities (private B2B deals with MSAs and vendor security reviews), state programs (formal RFPs), and federal health agencies, where we bid as a prime or as a subcontractor and teaming partner.

Working largely on your own, with contractors and our team, you will build the repeatable capture and proposal process for a company that has never had one, and support our Director of Business Development on every pursuit.

What you will do

  • Continuously search GovWin, SAM.gov, and other sources to identify contracts we can win, and keep a living pipeline.
  • Document VeraTru's capabilities: capability statement, past performance, NAICS codes, and contract vehicles.
  • Qualify opportunities with market research: buyer needs, budget, timeline, competitors, and incumbent strengths and weaknesses.
  • Run bid/no-bid and gate reviews with the CEO and BD Director, and keep a clear probability-of-win view for each pursuit.
  • Write capture plans with win themes, discriminators, and a solution story tailored to each buyer.
  • Lead proposal and RFP responses end to end: compliance matrix, outline, writing, color-team reviews, and on-time submission.
  • Assemble MSA and vendor packages: security questionnaires, SOC 2 and HIPAA evidence, BAAs and pricing schedules, working with legal counsel.
  • Structure teaming and subcontract agreements with primes and IDR entities that bring VeraTru into their bids.
  • Build pricing inputs and price-to-win analysis with finance.
  • Maintain a reusable content library (past performance, boilerplate, resumes) and run after-action reviews on every win and loss.

What you bring

  • 7+ years in capture management, proposal management, or business development support, with at least 3 years leading pursuits yourself.
  • Proposals you led and won for federal, state, or large healthcare buyers.
  • Hands-on with opportunity data tools (Deltek GovWin, SAM.gov) and CRM (Salesforce or HubSpot). You can explain how you find, qualify, and win contracts.
  • Working knowledge of the government acquisition lifecycle: RFIs, RFPs, FAR basics, GSA schedules, and contract types (FFP, T&M, IDIQ).
  • Excellent persuasive writing and editing. You can turn technical and operational detail into a clear buyer story.
  • Strong project management across distributed, cross-functional teams under hard deadlines.

Nice to have

  • Shipley training or APMP certification.
  • Capture or proposal experience in health and human services, Medicare or Medicaid programs, clinical review or health IT.
  • Familiarity with the No Surprises Act IDR process or healthcare payments.
  • Experience with SaaS or technology vendor security reviews.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
